Lead has been used by humans for thousands of years. Before it was known how harmful lead could be, it was used in paint, gasoline, water pipes, and many other products. The toxic effects of lead have been discovered in the last few decades leading to the ban of lead in house hold products.However, lead can be found in millions of homes across the country which were built prior to lead being regulated.
As these homes age, so increases the potential for lead paints to deteriorate and become a hazard in the form of lead based paint chips and lead containing dust. There are many ways in which humans are exposed to lead: through air, drinking water, food, contaminated soil, deteriorating paint, and dust. The highest danger from lead is the ingestion and/or inhalation of lead containing paint chips and/or dust. The most at risk are children.
Paint or surface coating affixed to a component in or on a structure, excluding paint or surface coating affixed to a component in or on a residential dwelling constructed on or before January 1, 1979, or a school constructed on or before January 1, 1993 is considered as presumed lead based paint.
Renovation, Repair and Painting (RRP)
Common renovation activities like sanding, cutting, and demolition can create hazardous lead dust and chips by disturbing lead-based paint, which can be harmful to adults and children.
To protect against this risk, on April 22, 2008, EPA issued the Renovation, Repair and Painting Rule. It requires that firms performing renovation, repair, and painting projects that disturb lead-based paint in pre-1978 homes, child care facilities and schools be certified by EPA and that they use certified renovators who are trained by EPA-approved training providers to follow lead-safe work practices.
